The main reason some people thought it might be close, is that Kirsan was taking such "extreme" actions against Kaspy supporters (changing recognition of official federations and delegates, etc). I'm sure most people, even those involved in chess, would be unwilling to wade through what must by now be a massive pile of documents and ordnances describing all it's parts, their powers and their domains.
