Even as it stands, it's arguable that _the Commonwealth_ could not make a law for Sunday closing (Henry Higgins thought so in the Convention Debates) but it should be made clear that it applies to things like marriage. In fact, let's have the French system where civil marriage is the official one and a church ceremony is an optional extra that adds nothing more to the couple's legal status.
